The Property Control unit of the Atlanta Police Department is responsible for handling all cash that is seized and held as evidence in criminal proceedings, as well as any contraband or cash possessions of prisoners and detainees. We found the department processed $2.7 million in the first half of 2001 alone, making the accountability for these funds a priority.
Our recommendations urged the police department to:
- Clarify its procedures for frequency of bank deposits and ensure that deposits are made on a weekly basis.
- Turn over the preparation of bank deposits to the APD fiscal unit, as the current procedures place too much authority in one place.
- Utilize the Evidence 2000 tracking system already in use by the APD to better track cash items managed by the Property Control Unit.
