​We undertook this audit as required by Ordinance 22-O-1369 adopted by the City Council in May 2022. The ordinance established increased oversight, accountability, and resident participation with the intent of improving project delivery for the Moving Atlanta Forward Infrastructure Program. In addition to requiring quarterly reports from four city departments on project status, City Council also required the city auditor to conduct an annual review of financials and project delivery for the program and present findings to the Transportation and Finance-Executive Committees. We released the previous audits in December 2023 and December 2024. This is the third of those required reports.

In this report, we have made three recommendations to improve program delivery and transparency. These focus on using project document templates and completing these documents and dashboard accuracy and transparency. 
We found:
  • ​The Moving Atlanta Forward Infrastructure Initiative has shown progress in spending and project development since our last audit.
  • Since 2024, the program has made its project tracking dashboard and project-level spending public, and we found that it is largely consistent with expenses recorded in Oracle. 
  • ​Despite improvements, some projects slated to begin in 2024 have not yet begun, and projects in some council districts continue to advance more quickly than others.
