The Department has streamlined how it compiles financial data, which should result in more reliable and complete financial data available for reporting. It has also eliminated duplication of effort between the two groups that collect program and project level data.
It has made significant progress in its collection activities. It has actively begun terminating services for delinquent customers and has begun writing off uncollectible accounts, with plans to recommend accounts for write-off on a quarterly basis.
Despite these efforts, the amount of time it takes to collect on the accounts has remained high. The average collection period for 2005 was 106 days, 81 days past the bill’s due date of 25 days.
