Airport parking generated over $117 million in revenue during fiscal year 2013, about 24% of annual airport operating revenue. The Department of Aviation has contracted with Standard Parking to run the airport parking operation. We focused our review on the contract terms and the Department of Aviation’s controls for ensuring compliance with contract requirements covering performance, expenses, and revenues. |

We recommend that the aviation general manager exercise the contract’s incentive provisions with the goal of decreasing expenses and increasing revenue.
- The Department of Aviation has designed and implemented control activities to manage 40 of 49 contract provisions related to revenues and expenses.
- The department has put controls in place to manage only 14 of 38 provisions related to performance and customer service.
